Parish Council Meeting held April 21st 2026
Present: Cllr Newman (Chair), Cllr Springs, Cllr Connelley, Cllr Wilson, Cllr Fisher & Cllr Tuffley and 9 members of the public were in attendance.

026/123 To receive apologies for absence.
026/124 To receive any declarations of interest.
Cllr Connelly declared an interest in Planning application PL/26/02530/KA
026/125 To approve the minutes of the meeting held on 17 March 2026.
Cllr Fisher proposed the minutes as a true record of the meeting, seconded by Cllr Tuffley and unanimously approved
026/126 Finance
To receive the monthly finance spreadsheet
The Clerk circulated the financial spreadsheet to all Cllrs.
Cllr Wilson provided scrutiny on the Parish Council finances

026/128 Communications Database
To review the recent communications
Stile onto the Walks. The Council received a request to convert the stile onto the Walks into a kissing gate. The Parish Council resolved to refuse the request to convert the stile into a kissing gate.
026/129 The Common / The Walks / Village Green
Sheep on The Walks
Cllr Fisher confirmed that no sheep will be placed on The Walks this year
Plan for present and future maintenance and management of The Walks
The Council thanked the Wildlife and Community Ranger for the report on management of The Walks and approved to work to the recommendations, with the additional of clay lining the pond.
Map of stobs
To agree the locations of new stobs on the Common. The Council agreed for a budget up to £2,000 for the work to be carried to install the stobs at the approved locations in the Parish.
Entrance to the Church from the Village Green
The Clerk to contact the LAT to establish the permissions required to be able to install a grasscrete path up to the church entrance
Grass cutting on The Walks
As agreed under the report from the Ranger
Cllr Tuffley updated that he is currently researching the viability of purchasing a tractor for cutting the grass on The Walks and for haymaking areas of the Common.
The Council agreed to arrange for a first cut of The Walks by Aspire.
026/130 No-Mow Areas in the village
To review the continuation of no-mow areas in the village
The Council resolved to cut the Village Green over the summer, with the exception of the corner of The Green by the church.
026/131 Grit Bins
To approve the location and purchase of new grit bins for the village
The Council resolved to purchase 14 new grit bins around the village. The Council also approved to purchase a pallet of grit to be stored behind the Memorial Hall to re-fill the bins when empty.
026/132 Insurance
To review quotes for Insuring the Windmill
Cllr Fisher has contacted the NFU about insuring the windmill. They are currently reviewing as to whether this is viable. If not they will send the request on to other underwriters.
026/133 Parsons Mill
To review the viability of exploring the process for approval to rebuild Parsons Mill
The Parish Council to contact the Secretary of State for Food, Environment and Rural Affairs to enquire if the project would be likely to receive approval.
026/134 Field next to the Playing Field
To consider exploring the possibility of a lease or purchase of the field next to the Playing Field for parking for the village.
The Council approved by majority for Cllr Fisher to approach the owners of the field over what possibilities would be viable for parking on the field.
026/135 Cricket Pitch lease
To receive an update on the lease for the Cricket Pitch
The Council resolved to include in the lease the prohibition of herbicides on the cricket pitch and reiterate any works on the pitch would require notification to the Parish Council.
Charging for the use of the football pitch. The Parish Council resolved to charge the men’s football team £70 per match for the use of the pitch. The money from the hire would be ring-fenced towards the maintenance of the playing field.

To hear the request from the Clerk to enrol on the CiLCA course
The Council approved the request to join the CiLCA course.
