Parish Council Meeting held May 19th 2026
Minutes
Present: Cllr Newman (Chair), Cllr Springs, Cllr Connelly, Cllr Wilson, Cllr Fisher & Cllr Tuffley and 10 members of the public were in attendance.
Updates and questions from members of the Public:
Q Village Hall accounts – Has a budget item been approved for a grant of money from the Parish Council to the Village Hall?
A No, a regular payment has been set up to the Village Hall in the past, however this is part of the ongoing review with the Village Hall committee.
Q Do the Parish Council own the Village Hall and does paying the rent qualify as the annual grant to the Memorial Hall committee?
A This is again part of the ongoing review.
Q Regarding the use of parking in the field from the April meeting, is that the field north of the Playing field?
A Yes.
Q Could cars be parked on the portion of land next to the Walks, which is mown each year and infested with hogweed and nettles?
A Currently the council has a policy of not changing the Common so wouldn’t be looking to formalise any changes on the Common including formal parking.
Q Is the rebuilding of Parsons Mill a full scale windmill?
A Yes
The resident expressed their objection to the rebuilding of the Parsons Mill.
Q It is disappointing the Council decided to remove the no mow areas in the village. Is the Council following the bio-diversity policy and will they be publishing a strategy on this?
A The Council has received a lot of negativity from some members of the public in regard to these spaces and the Council has agreed to work on a program with initial outlines provided in a report from the Ranger. The Council will work with the Ranger to tweak the report and implement this.
026/001 To appoint the Chair of the Parish Council
Cllr Wilson proposed Cllr Newman as Chair of the Parish Council, seconded by Cllr Tuffley and was appointed as Chair of the Parish Council
026/002 To appoint the Vice-Chair of the Parish Council
Cllr Connelly proposed Cllr Fisher as vice-chair of the Parish Council who was duly appointed to the role
026/003 To receive apologies for absence.
No apologies were received
026/004 To receive any declarations of interest.
Cllr Newman declared an interest in the item 026/013 – BSSC - S137 request and update on the Lease
Cllr Tuffley declared an interest in item 026/012 - Common and Walks
026/005 To approve the minutes of the meeting held on 21 April 2026.
Cllr Fisher proposed the minutes as a true record of the meeting, seconded by Cllr Tuffley and unanimously approved
026/006 To approve the Council’s Standing Orders

026/007 To approve the Council’s Financial Regulations
The Council reviewed and approved the Council’s Financial Regulations
026/008 To Review the Council’s Asset Register
The Council reviewed and approved the Asset Register as a working Document
026/009 Finance
To receive the monthly finance spreadsheet. The Clerk circulated the financial spreadsheet to all Cllrs. Cllr Wilson provided scrutiny on the Parish Council finances
To approve and sign the Annual Governance Statement 2025/26. The Annual Governance Statement was approved and signed

To receive the Internal Auditors report. The Internal Auditors report was shared and will be uploaded to the website
026/010 Planning applications
Planning Ref PL/26/03195/PNAD
Address South Field South Hills Brill Buckinghamshire HP18 9TQ
Proposal Notification under Class Q of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) for proposed change of use of agricultural barn to a single dwelling house (Use Class C3).
PC Comments Brill Parish Council is neutral on this application, though the Council would like to draw the planning officer’s attention the access to this property would require an easement from the Parish Council for which the applicant has not yet applied to the Parish Council.

026/012 The Common / The Walks
To receive an update on the Common
Grass Cutting on the Common
The Council was addressed by Dave Munson regarding the benefits of purchasing a Bluebird FM 24-70 Remote Control Mower. Following the address and discussion the Council resolved to purchase a new Bluebird FM 24-70 Remote Control Mower. The Clerk to contact the National Lottery Heritage Fund to establish if funds from the Heritage fund could be used to purchase the new mower.
Grass Cutting options for The Walks
The Council resolved to use the new Bluebird FM 24-70 Remote Control Mower to cut the areas in the Walks
New access way installed on the Chapman’s Lane crossroads
Cllr Fisher has contacted the owner of the field and will continue to seek clarification on the purpose and the reason. The Clerk to contact Highways in regards to the land being Common Land and if any permission was granted to allow a new accessway, any specific width and if the restrictions of Common Land were considered when granting permission
Virtual fence grazing
The Parish Council was addressed by BVCH and also considered a report provided prior to the meeting by Alex Cruickshank. Following the address the Parish Council was unanimous in its support of the concept of introducing virtual fence grazing on the Common. The Council will discuss further details on the specific workings and funding of the virtual fence grazing with BVCH.
026/013 BSSC
Following his declaration of Interest Cllr Newman withdrew from the meeting for this item
S137 funding request from the Sports and Social Club
The Parish Council resolved to carry forward the S137 request to the June Agenda and re-invite a representative from the club to attend.
Update on the drafting of the lease
The Clerk to continue to liaise with Chilton Home Farm to renew the lease for the cricket pitch.
The Clerk to contact Brill Sports & Social Club to state that no herbicides should be used on the cricket pitch area.
At the conclusion of the item Cllr Newman was restored to the meeting
026/014 New twin waste & recycling bins
To review the replacement of the public waste bin by the Windmill with a new twin general waste and Recycling bin, with a view to roll out across the village.
The Clerk to contact Street Scene and Rob Timms to establish whether Bucks Council would continue to empty the bins as general waste and recycling
026/015 Burning and disposal of potentially hazardous materials on Muswell Hill
To review what action to take in regards to the possible burning and disposal of hazardous materials and unauthorised living in a caravan on site.
The Parish Council to report the possibility of illegal refuse being burned on the site to Environmental Health and a potential illegal occupancy on site to Planning Enforcement.
026/016 Play Area Repairs
To receive an update of the repairs to the Play Area
The Clerk confirmed that Discovery have been contacted about the matters raised on the Play Area Inspection Report. Discovery have confirmed they will repair the equipment highlighted.
The Council will also anchor down the play area picnic tables to stop these being used to launch onto Play Area equipment
026/017 Parking on The Firs at school pick-up and drop-off
To review the concerns of a resident of anti social parking at drop-off and pick-up times on The Firs.
The Clerk to contact the PCSO to visit The Firs at drop-off and pick-up to inform parents of the dangerous parking involved.
The Clerk to ask the school to send out the parking promise on a termly basis.
026/018 Concerns raised by a resident of over looking at the Pointer
To hear the concerns raised by a resident of being overlooked by the renovations to the Pointer.
The Council acknowledged the comments raised by the resident, however has received assurances by Chilton Home Farm Estate that the matter is in hand and that they are investigating installing semi-mature trees at the site.
026/019 Graffiti on benches
The Council to be updated on recent graffiti in the village
The Council expressed its concern and disappointment over antisemitic graffiti which it has removed on a number of benches within the Parish particularly near the windmill.
The Council resolved to be vigilant in monitoring the benches for any new graffiti and to remove this immediately.
