Parish Council Meeting held July 21st 2026

Present. Cllr Newman (Chair), Cllr Fisher, Cllr Springs, Cllr Connelly, Cllr Wilson, Cllr Vernon-Hall & Cllr Tuffley with 13 members of the public in attendance.
Updates and questions from members of the Public
A member of the public asked if there was a draft plan for the Walks and if this would be published?
Cllr Newman responded that a plan will be published once it has been finalised. This will likely be towards the end of August / early September. At this point members of the public would be able to share their views / offer suggestions on the plan for consideration by the Council.

Cllr Fisher proposed the minutes as a true record seconded by Cllr Connelly and unanimously approved
026/034 Finance
To receive the monthly finance spreadsheet. The Councillors received and reviewed the finance spreadsheet.

026/036 Communications
To review the recent communications
S137 application: Contribution to the showing of ‘The National Emergency Briefing’ in the Memorial Hall, open to all residents. Following questions from a member of the group, the Parish Council unanimously approved the S137 application.
026/037 Path along Thame Road from Park Pale Farm
To review a request from residents at Park Pale Farm for support for a footpath from Park Pale Farm into the village
The Clerk to assist the residents to contact the Local Area Technician to outline the significant safety concerns from the residents on walking from Park Pale Farm into the village.
026/038 Brill Memorial Hall update & S137 Request
To provide an update on Brill Memorial Hall
The Council updated that work had been working with the Memorial Hall on recent proposed re-organisations and is meeting with the Committee following the Parish Council meeting.
To review the S137 requests from Brill Memorial Hall Committee
The Councillors will discuss the submitted S137 requests at the meeting with the Memorial Hall committee and these will be brought to the September Parish Council meeting.
026/039 The Common / The Walks
Grass Cutting on the Walks
Cllr Fisher provided the following update:
The Council has received the new bluebird mower and has been using it to cut specific areas in The Walks including widening the footpaths, cutting the grass and preparing specific picnicking areas.
Four areas have been identified for recreation purposes and other areas to have longer grass.
The Council asked Aspire to remove the clumps of longer cut grass which will also delineate where the shorter areas will be.
Brill School has been approached about a competition with the school children to be run in September to name the new mower.
The Parish Council expressed its sincerest thanks to Tim Patrick for the time he has given volunteering with the new bluebird mower cutting the grass in The Walks alongside the other volunteer work he does on the Common and The Walks.
The Council will take advice from the Wildlife and Community Ranger on either cutting the grass below the trees or reducing the low hanging branches to reduce the fire risk.
Span Green Bollards
Cllrs Vernon-Hall and Cllr Fisher to assess the bollards at Span Green and provide the Clerk with the recommendations and specifications for replacing the damaged bollards.
Norcott’s stobs
The Parish Council agreed for two Cllrs to visit the site when all cars are parked in the proposed area to assess if there is sufficient parking and feedback to the whole Council.
026/040 Possible additional dog poo bin locations and introduction of dog poo bag dispensers
To review the proposed new locations for additional dog poo bins
Cllr Tuffley fed back the recommendations for additional dog bins from Brill Common & Village Grenn Advisory Group. These would include new bins near the footpath sign at Hybanks, near the bench on Tramhill and at the end of the bottom track on Tramhill. The Council also agreed to explore the possibility of installing an additional bin near Clarkesfield Close, with the exact location to be determined.
To review the possibility of adding dog poo bag dispensers to the dog poo bins
The Council resolved to trial dog poo bag dispensers at the dog poo bins on the Playing field. The Council will review this and if successful investigate installing similar dispensers to other dog poo bins in the village.
026/041 Men’s Football Team
Approval to contact the mens football team regarding their intention to use the Football Pitch. The Clerk to contact the Men’s football team to check if they are still intending to use the pitch and if no response is received the Council will assume that they will not be using the pitch going forward.
